Good point. If you aren't prepared to pay for something on the basis of poor value then why not give up the right to buy it for even more money?? You make an instant gain and also have the relief that you have to fund less of those pesky costs going forward. Yep, it doesn't add up.

I searched for "who funds the FCA" and this came up. I think it answers your question. Unbelievable really.

Jiffy, I see where you are coming from - it can't be 5% of the 30% surely? That would only be 1.5% of the total resource and wouldn't be worth all the effort both sides are putting into the negotiation, I would have thought. It must be 5% of the total?
