you start with a small pump the pressure drops and flow decreases, so in effect the small pump is not working to its full capacity so no big pump needed. Now when they installed a bigger pump that would suggest that the smaller pump could not cope with the flows and pressure.A bigger pump was needed to keep things running smoothly.Just my opinion of course.
