You are no expert so how can you state that WHO/CDC/PHE are wrong?
The FACT is their advise is to use alcohol based sanitiser and governments WILL follow their advise and not a poster on a BB.
If YOU believe their advise is wrong then you should be venting your frustration at hem or Boris Johnson.
The fact remains WHO/CDC/HSE advise is to use alcohol based sanitiser.

WHO/CDC don't recommend it is the ONLY option. They state use soap and water and if not available use alcohol based sanitiser.
Lockdown:
Given majority of people are in lockdown at home, I would have thought that they would be using SOAP and WATER, as opposed to hand sanitiser. Therefore, the longer the lockdown continues the less the need for people in lockdown to buy hand sanitiser!!
FACT:
There are companies manufacturing alcohol based hand sanitiser for essential workers and NHS for FREE.
These companies can produce alcohol based hand sanitiser without authorisation, as long as they meet WHO formulation requirements
"Biocidal hand sanitiser products containing Propan-2-ol (also known as isopropanol or isopropyl alcohol/IPA), will not be required to obtain a product authorisation if they meet the relevant WHO-specified formulation II (PDF)- Portable Document Format."

The report is extensive and very technical. Now, I'm no more an expert than our friend stt1, but unless I have completely misunderstood its conclusion (please correct me if you will), I deduce the following:
1. Currently, there is NO test for the human coronavirus (COVID-19).
2. All of WHO's recommendation and advice is based on tests carried out previously on the SARS and MERS viruses.
3. WHO observations and recommendations are totally derived from those tests.
4. WHO concludes (i.e.NOT PROVEN), that -
"Surface disinfection with 0.1% sodium hypochlorite or 62–71% ethanol significantly reduces coronavirus infectivity on surfaces within 1 min exposure time. We expect a similar effect against the SARS-CoV-2."
5. The defining word here is "EXPECTS". So as there are NO tests to date on the COVID-19 virus, let's not get on our high horse and insist that WHO's advice is absolutely "cast in stone".
6. Yes, WHO is the voice of an august organisation, but as to the FACT that alcohol-based hand sanitisers being the ONLY ones to use, is as yet UNPROVEN...
