Good question, answer is waste companies buy the DMG units from PHE
PHE and PEEL assist the companies that buy the units with know how, and PHE receives an annual revenue of 500k per year per unit with out any annual high overhead costs.

The supply of Specials is tightly regulated in the UK and companies are required to apply for a Home Office licence to import, the process for which can take weeks.
