The following is taken from the Guardian by a chap called Stephen Innes, i think it puts things in perspective about Mexico!!
Innes also said that initial worries over Mexico’s initial refusal to sign the Opec+ deal were overblown. “Mexico’s secretary of energy, Rocío Nahle, was annoyed about being held over a barrel – as Saudi Arabia was trying to strongarm a commitment – and rightly so she was. But the amount of ink being spilled suggesting the oil deal will fall apart on 300,000 barrels, 3% of the total cut, is flat-out absurd

Probably why they wont cut as they have hedged the oil.
How can USA cover Mexico?
Trump can't promise that as he has no say over production.

The talks have not finished yet, G20 will continue today Mexico will cut eventually itself or be covered by USA . There is also talk of cuts within USA states . Everyone agrees there needs to be cuts on all sides I believe the deal will be 5million ish by G20 bring around 15 Million , like I said it’s still being thrashed out and will happen .
