Question you need to ask is whether you think commercial property values will fall more than 50%. If they do, then a RI might be needed. But then you have to ask what is the point of a CET1 of 15.6% versus a regulatory requirement of 9.5%, the delta is about £500m of surplus capital which is currently unutilised.
