The IIs are only going to commit that sort of money if they think there is good upside to be had. Very positive that they're buying at full ask in the market as well rather than trying to get hold of shares at a discount. Signals that they are really keen to get hold of stock in a hurry.

ATMA looks to be an interesting recovery play from lows perhaps. Breaking to new recent highs today on the chart after having flatlined at lows for a few months. Bob Diamond (ex Barclays CEO) at the helm and he bought $1.5m of stock in the Feb placing so has skin in the game.
