A major uk contract (ie 100 mil) like dhsc - who then dont pay, cuz we cant make them and have to wait?

2:
A hundred little eu & worldwide contracts (say a mil each) - who do pay and if say one doesnt, you still have 99 that do? Could obviously be more contracts than 100?

I dont see any open comment from Chief of HR, plus with the many positions advertised, filled then some leaving, some removed? Does anyone know the pedigree & honesty of him?
