This market has got to be regulated the same as the main market to stop a lot of this scheming and skullduggery by the MM's.

Who would want to buy these now he has said they will raise capital soon at a discounted price. Therefore, whaever price this is at the time of the raise, they will discount it form the cheapest it had been just before the raise, which might as well be 1 penny.
