TBH, as economical as zaza and steve have been with anything, if I had to make a choice of who to trust on this one Id go with zaza

well for me for what its worth I think that

FRR have made a deal with one or more companies and both the Georgians and possibly hope were privy to that deal when it happened and because of the value its made this a fight to the bitter end.

This prompted both hope and certain people in the Georgian hierarchy to start their manoeuvring culminating into the position we are in today
Of course the Georgians are going to say they have won the arbitration and are pushing ahead with the termination in the hope it will stick with pressure
A bit like a lion with a boars head in its mouth and claws and hyenas grabbing its backside in a tug of war, frr being the boar
Not sure how zaza and steve gave these people the opportunity to do this though
One thing we do know for sure, love them or loath them they never give up

but would the major want to work in block 12 knowing that the government have tried tooth and nail to get it back
