That reads to me as though you were proposing government would change the contract?
The quicker route you suggest is merely that Orapa is in place and functioning. Not sure how much quicker it would be given that Orapa is 2x 45MW turbines so whilst they are dual fuel capable an initial requirement to supply gas upto 45MW would be needed.
The proposal submitted negates the need to run pipeline, the plant will likely be pre-assembled and shipped in as a turn key operation and can be requested to suit requirements e.g 1mw, 5mw, 10mw etc. That way as enough gas is produced it can instantly be transformed to generation as opposed to drilling enough wells to satisfy 45mw.
This reduces risk, capex requirements and is the logical method to develop hence why this has been submitted as the proposal.
