There is a very interesting article in The Hindu, search "Mystery of Tamil Nadu's missing coal" in Google.
The article explains that it is believed that the "missing coal" is attributed to it's quality and burning efficiency. The most notable point is the graphic entitled "The Price Factor" which illustrates the cost impact of the price of thermal coal.

Just re-visiting this share which is a long-term hold for me. Had a quick skim read of the most recent information available and thing one thing I'm not clear on is what their current forward position is on thermal coal. The coal price is a real problem here and I wouldn't be surprised to see it being a severe enough problem to cancel any plans to return cash dividends in the short term. On the whole they have done a good job of reducing the debt and improving shareholder value. I just hope that they have remembered the lessons of the past.
