Pretty sure MR was just giving that as an example of aspects out of their control (in the past), the 7th May RNS stated " Government permission to export samples for assaying has now been granted, which will then provide results to feed into the updated Orom-Cross JORC Resource and Reserves Statement, and ultimately the Definitive Feasibility Study".....not sure if they've been sent yet though.
