Well 'construction completion' is not the same thing.
How will we know if its fully operational if it's not in use?
It could be full of leaks. It could head in the wrong direction. It could be made of chocolate. No end of potential problems.
No, I think we have to stick with 'fully operational'. If we have to expand the timeframe until gas is flowing in 2050 so be it.

You clearly state that the Tanz Govt say they will construct a pipeline in the next 6 to 9 months. They DO NOT say that they will BEGIN to construct it...!
