They will NOT need a new licence to do the EWT or revisiting the Tai the existing licence will cover that. The current licence agreements will be for 'X' number of exploration drills to be made within a certain time period. An appraisal drill is still an exploration drill so would count as one of those number.
When it comes to developing the field, a further licence will be required. Under PURA it would as said be the Petroleum act and there would be a PSA an exploration licence a GSA and a Dev licence. The GSA gas sales agreement is because any gas found must be sold to the government at an agreed price. (The TPDC)
The above I can confirm because I've gone through this process in Tanzania with another investment and we are currently awaiting the signing off of the Dev licence. I have had a copy the act and PSA for years and it is a massively long document and I guess very few will check, but suffice to say, somebody is putting their own interpretation on those regs or at best failing to understand their meaning.
However more than that, I understand through hearsay of an early lth investor here that this Helium exploration drilling is not coming under the petroleum act, but is regulated by the mining act. I need to confirm and would like to get a copy of such regulation but as I understand from early company presentations and information there is no obligation here to sell direct to the government which means HE1 can demand its own market price, which is a real positive.
Anyway there will be no concern about licences and if a new one has to be applied for it becomes a material concern and would have to be notified in an RNS. It hasn't been!
