Opening this up to retail (individual) investment will pretty much iron clad that drilling will commence late Q1.

If the commissions control grant approval they'll feel that the project has been significantly de-risked from an vestment point of view. That 'normal' local punters can make an informed decision without having to factor in the vast amount of variables that have been 'hurdles' over the past year/eighteen months.
