I think the group is just a quick way to mobilise votes in the event they are required. People giving contact details means they can be rallied/contacted whereby a corporate event in your share account may go unnoticed or undiscussed

I don't see obtaining the permits/licences etc. as a barrier to a bid, part of the DD would be seeking assurances that these could be obtained or expedited anyway.
