They aren't. A coal power station produces many orders of magnitude more energy than a solar panel does. A solar panel can maybe provide some power for a house in a sunny climate, but it can't power industry and China is the world's industrial powerhouse

You can't power a factory on intermittent energy, can you imagine the effects on JIT manufacturing if were weather dependent?
