IMO it's more than a shell and it will reveal itself over the coming days and weeks.
There has to be a strong possibility (almost an inevitability) that contracts will follow from some names on the website, and when that happens it will be impossible to buy that's why it's prudent to take your position now.

I mean - why else would you put those names up on your website if there was no connection.
