I agree with EE. It would be much better for governments to help facilitate manufacturing agreements between pharmas and other organisations (governments, other pharmas, CEPI, Covax etc). Also for governments to chip in on creating the required manufacturing capacity.
You could argue this should have been done as soon as the threat of the pandemic became clear but we are talking about politicians agreeing something for which scientists worldwide working on vaccines would be in total agreement.
It may be realistic to achieve a consensus among relevant parties for manufacturing but patent waivers would meet with strong resistance from the patent holders and certain governments. Why go down that route?
