There is little doubt the government will be treading carefully in how it supports housebuilders.
i was at a Savills conference the other day and the statistics speak for themselves - HTB has accounted for a huge percentage of sales in the £400K to £600K (ignore London and the 900K cap for now) bracket. But hardly any (relatively speaking) below £300K.
So, in most markets thats second or third time home-movers. Perhaps they have something in mind for FTB's?
It's clear though the housebuilding industry still needs (wants) a product to use to shift off-plan plots so the government wont just turn the HTB tap off. It constantly talks about needing new homes and HTB is assisting in meeting that target (250,000 or 300,00 per yr I cant remember).
