That aside various companies, including Solgold, have signed JVs with them. I dont envisage a scenario where they would ever contribute capital.

My view is that Eloro is partially correct. I think he wants to put concessions under JVs between the state mining company and foreign majors. The state mining to get a free carry and then the nation to get more of the benefits ie a profit shares as well as the various levies.
