I would imagine many foreign investors from the Middle East will think twice before investing in Spain after this experience.

permitting in developed markets can take longer than what people hoped for
political posturing (unlikely) ad-hoc statement through the un-named source
open cast mining an emotive issue (local communities and environmentalist lobbies in developed worlds stronger)
Hostiles towards the British & Brexit (unlikely)

Spain is just no more than a vassal region within the EU. Investing in mines within the EU is a foolish pursuit due to permits and regulations.

The problems for BKY started to become more noticeable once the Oman fund invested, that for me started the alarm bells. I feel somewhere in there lies part of the problem to, this is the fault of the management.

Here is the key to deadlock, at some point the demand for productivity in Spain will be too great and all sides will have to sit round the table to iron out some sort of deal.
