You can't just parachute new people in or promote from within (such a small company). There are a range of relationships at play and hard to get at, tacit knowledge to consider. This allied with their authority to take the company into administration makes this letter reckless in my view.
Anyway from past form, they will not pay any attention to this and hopefully will put forward a sensible plan.
