There are a couple of key early numbers to expect on flow rates, PANR will make the decisions on timing. It is a balancing act between the need to disclose commercially sensitive information and that information being considered reliable.
IP 24 is the 24 hourly production rate after flow has stabilized,
IP 30 is the average production rate over the first 30 days of production
A decline in the IP 30 is certain as these are tight wells, however a decent IP 24 sets up expectations for the EUR and the IP 30 rate is the first substantive indicator of the longer term decline curve against modelling.

The devil is in the detail of the report (page 3), apart from the numerous typos. ie using Peregrine instead of Icewine.
It is all based Lee Keelings interpretation of Jordan and Pay interpretation of reprocessed 2D. So not very reliable, the 3D would be much better, which asks the question why spend the money to get an unreliable number

In answer to your question 88e have used 3D, it was the basis of the Charlie 1 program. Acquired in March 2018 at a cost of $8m I believe.
Choosing to move west and complete 3D, as opposed to focusing on 3D at Icewine east, is probably explained by the companies conclusion that the well data at Icewine 1 and 2, showed the conventional reservoir encountered there did not have closure. In other words there is reservoir quality sand, but no trapping, so migrating oil simply passes through on its way to it final destination

"For example, one of several conventional zones of interest in the Brookian sequence at
Icewine#1 extends from approximately 4,000’ to 4,400’ and comprises a series of three stacked
fine grained sandstone to siltstone sequences within the Schrader Bluff Formation. The
sequences range from 61’ to 110’ in gross thickness with net:gross ranging from 78% – 100%.
The average porosities of the clastic sequences are within the range of 18% - 19% with peaks of

This is tight oil, it will not flow far. Fracturing is used to reduce the flow path from unbroken rock to the induced fracture, PANR are planning to fracture stimulate every 150 ft of horizontal wellbore, so each fracture can reach 75 ft before interfering with its neighbor, Within that broken rock oil will only travel feet to reach fractures.
Companies can only fracture on their acreage, which make robbing the neighbors unachievable

I figure you are a fair way down the track in your research, so presume you are aware of the political advantage being on Alaska state land brings. It goes a distance in reducing the risks, Alaska state lands are under Alaska state control, so do not suffer the double oversite of federal lands within Alaska, such as NPRA and ANWR.
With Alaskan revenue from oil being a significant contributor to state funds, state support of oil is strong

Conducting wireline operations can be time sensitive if the well bore conditions are changing, as can be the case when drilling fluids are interacting with the wellbore reservoir rock.
In this case a best effort needs to be made ASAP, or the windows will close. Reading the RNS it looks like that was the case here.
It would have been great to have, but I believe they captured enough data from the LWD, flow testing will more than compensate from the data missed, due to an event out of their control

Brian1234. The mind boggles, if you were aware of this at an earlier date, why would you not make your fellow shareholders aware of it.
On reading into the source document, there is an arguable case to withhold 88es drill permit, the outcome is unknown, but it is most certainly an additional risk. Normally the granting of the drill permit is a given, but with this in the wind it is not assured.

It means any good reservoir below the Decker D seal is going to have oil, the defining quality is reservoir porosity and permeability.
VAS again has proven the samples taken both contain oil, and that oil flows when the pressure is lowered.
I hesitate to bring 88es Merlin 1 results in for the flack it attracts, but as a comparator it suits.
Merlin 1 took 48 samples, only 8 had oil detected, and these were all within identified reservoir, nothing at all between reservoirs, so no regional seal. They depend entirely on individual reservoir seals.
This is all getting a bit long winded, in summary.
I don't think the 81.5% discount can be justified, because the VAS data is completely independent, and highlights an oil column 3700 ft thick.
This seasons results should confirm the quantum of commercial oil.
As an after thought
I do see the risk that the identified "subjectivity" referred to may be in the analyst, but still contend the risking is excessive
