We don't know if it has nothing to do with UKOG. As Reabold put it in their RNS of yesterday morning:

Truss and her colleagues are fully aware they have a bit more than 2 years in which to make an impact and turn their electoral fortunes around.

I would expect them to move on fracking and reform of regulations just as quickly as they can, so that they can show some concrete results asap.
