Despite being the largest producer of ball point pens in the world, the Chinese were unable to make ball point pen tips until 2017 (they had to import the parts); it has too complex an engineering problem for them to reliably manufacture them. It took 5 years of state sponsored research to make them themselves

China is great at copying; not so good at innovating.

The ban on providing engineering services is important; after the collapse of the former Soviet Union, education in Ruzzia took a few backward steps. Since then, Ruzzia has relied on Western contractors for much of their high level engineering - they had plenty of money to pay for the services thanks to energy sales.

Without competent local staff, they will start facing more, and more problems only made worse by the brain drain caused by their invasion of Ukraine that prompted many of the more educated youth to leave.

A bit like the Chinese ball point problem...
