Yes they have - when CBs are realised they would rather not give money away.
As a very crude example if the SP was £1 then as CB holders convert , they collect shares at 40p which the market values at £1 ie implicitly the company is losing 60p per share.

Not necessary true as they will be at nil cost.

100M barrels at a nett value $40 per barrel equates to a NAV of $4B - or $2 per share. ie. £1.55

However to realise this sort of SP level HUR need to demonstrate that they can get the oil out quicker - an FID acted upon regarding WOS pipeline connection + LC tie-back, and a second FPSO (on charter)* to sit on WW or maybe Halifax, or both.

bareboat charter seems to nett out at $10/$12 per barrel which on 25Kbopd ˜ $100M /annum - against nett income of $365M/annum to HUR from each FPSO.
