yes but you don't understand how local govt works. Each submission will be read carefully and filed electronically , it will be coded for date, ethnicity, opinion etc etc. Someone will audit those numbers. It then will go to one person who will draft a report on the submissions. That goes to a Senior person who will review the report, the original submission and see if there are any other questions to be asked to make things clearer. If there are any direct "accusations" they will be filtered through legal and........... so it goes on - anything to avoid taking a decision and/or being sued by someone

In the ERCE CPR Appendix 1 page 60 there is a description of the there is a description of the SPE (Society of Petroleum Engineers) PRMS System used worldwide to define reserves and resources. Effectively it's a 3 stage process - you figure out what is in the ground, then how much you can get out and THEN you apply economic criteria (such as oil price and operating costs) to define what you can afford to get out.

project(s) applied " and "Reserves are those quantities of petroleum anticipated to be commercially recoverable
by application of development projects to known accumulations from a given date forward under defined conditions."

So for example the oil price goes up so the Reserves go up and vice versa.

PMRS was developed about 30 years ago so there is a similar system in use all over the world (including Russia) - it replaces a number of local and different , systems that were in use.

That's if they go for HOT water as in Cornwall - £ 16 million plus plus per well

warm water such as Southampton or Nottingham (way back) and the Netherlands uses conventional wells. I think in Lincs etc the formation water is around 50-60C - trouble is you can't pipe it very far before it cools off
