That was one of my main questions, it's a bit of a grey area but my research suggests that it can be used interchangeably - i.e strictly speaking for research only, but in the event of a pandemic.... does it really matter?

One thing that makes me cautious is the specific mention of ‘research only’ which obviously limits potential sales significantly......unless the plan is to eventually develop it/license it out? obviously if it were for diagnostic purposes it would go through the roof
