It’s not just even a BP problem it’s almost every company in US at some time, even the ones who will tell you they are a lot safer than BP.
The only reason I can think of is that since first oil boom started in US there is older kit than elsewhere.
Lots of mods may have been done and whole bits replaced, but there will be some parts almost original.They will be checked frequently, but there is a lot to check, so it’s done on a risk basis eg low pressure systems may be considered less of a risk if something goes wrong, but the border between low and high pressure then becomes critical.
It was in a press release that refinery was over 100 years old.
Latin America appears even worse, but I suspect that is due to lack of investment.
