3.13. After the decision of the competent authority that the land has been taken for special state use, the following measures shall be taken:
3.13.1. Governors of provinces and capitals sign "Land Redemption and Exchange Agreements for Special State Needs" with affected citizens, enterprises, and organizations, and terminate the ownership and possession rights of the land;
3.13.2. the state administrative body responsible for land issues, the relevant central state administrative body, and the governor of that province or capital shall conclude a tripartite agreement on the use of land for special needs of the state. In the contract, the use, protection and control of the land acquired for the special needs of the state, as well as the procedures and regimes to be followed in detail; 3.13.3. the state administrative body in charge of land issues shall issue a certificate of state land for special needs to the relevant central state administrative body based on the agreement specified in Section 3.13.2 of this regulation;
3.13.4. the state administrative organization in charge of land issues shall take measures to fix the turning point of the land units acquired for the special needs of the state to the ground with the approved change, to make a cadastral map and register it in the land cadastral database; 3.13.5. the state administrative organization in charge of land issues shall deliver the relevant information of the land cadastre database specified in Section 3.13.4 of this regulation to the organization in charge of environmental and mineral affairs. 3.14. After the implementation of the measures specified in Section 3.13 of this regulation, compensation will be provided to the affected citizens, enterprises, and organizations, as well as the vacating and relocation of the area will be organized.

Wu Ruikun, Deputy Head of the International External Cooperation Department of China's Sinopec Group Company, expressed his interest in continuing cooperation with Mongolia in the oil sector under the PSA Agreement, and asked for support in solving some difficult issues.
During the meeting, the chairman of MRPAM, L. Bayarmandal, exchanged ideas on new opportunities for cooperation with "Sinopec" group in the oil industry and solving some problems in the current cooperation. Specifically, he expressed his proposal to increase oil production and reserves by investing and introducing new techniques and technologies, clarifying the supply plant for the crude oil produced by the "Donshen" company, and intensifying the issue of importing oil products/fuel from China to Mongolia.
Sinopec is one of China's 100% state-owned largest oil companies and ranks third in the list of TOP-500 companies in the global oil and petroleum sector. The main products are oil, coal and natural gas.

REGARDING ACQUISITION OF LAND FOR SPECIAL NEEDS OF THE STATE
Based on the provisions of Sections 16.1.8, 18.1.2, and 18.1.3 of the Land Law, the Government of Mongolia DETERMINES:
1. 21,392 ha (213.92 sq.km.) of the oil production sharing contract "Matad-XX" in the territory of Matad Sum, Eastern Province, shall be taken for special use by the state, and the change of the turning points of the land border and the size of the area shall be approved as attached.
2. The Minister of Mining and Heavy Industry, J. Ganbaatar, the Minister of Mining and Heavy Industry, J. Ganbaatar, Minister of Construction and Urban Development, to calculate the necessary costs and the period for land acquisition, to calculate and agree on the replacement or redemption of the land that coincides with the land of special needs of the state specified in 1 of this resolution. Minister T. Davasuren should be assigned the responsibility.
3. The Land Management, Geodesy and Cartography Department (J. Batsaikhan) should be instructed to register the land acquired for special state needs in the land cadastre state database according to the appropriate procedure, sign a land use contract, and issue a certificate.
