The simple fact is, China, Russia, the US and many other foreign States have Billions of dollars in assets in mali, they will prop up the junta, and if absolutely necessary will step in with boots on the ground as a last resort, russia obviously already does have limited boots on the ground. The US, and multiple other states have been in "talks" recently. They simply will not let the States fall to IS militants. But they will only do the minimum necessary. The junta currently serves them, by keeping the assets and the cash flowing.
