This is in anticipation of wins i think. Nick said in the proactive interview that the 5 rfqs are in N America and Europe which implies that Japan has not gone to rfq yet, however they could all be at rfi and testing.
So the next question is with things progressing so quickly - NCap and legislation and even with the chip taking say 18 months how will they not fall behind?
Remember the Ford chip win rns was June 2018, the Byton chip rns was July 2018, so for them to test and decide they would have had the chip rigs say 6 months previous. So say late 2017.
If they had the chip then, so would all the T1s and OEMs. So japan could have been testing the SEE chip for at least a year now.
