Since the safety requirement to test ADAS and DMS by EuroNcap doesn't really start until 2022, and the EU legislation later, OEMs know when this is all happening.
Tesla doesn't have a DMS but says they will have L3 L4 soon. How's that going to work.
There are no standards yet, OEMs are also aware the race to L3, 4 and if ever 5 is a long road.
