I think it's more likely to mean temporary, i.e. short fixed term licenses, are going to be issued to minimise further inconvenience to applicants, pending full licenses being issued when they've got their backsides in gear.

I think 1 other site has been reported on here as having stopped dealing in MTR, as a result of which MTR are supposed to be getting the relevant document drafted. They clearly need to get it done sharpish-MTR shares aren't exactly awash with buyers at the moment ; we hardly need obstacles being put in their way by MTR itself.
