Most of Zimbabwe's own tenders , appear to back that up, with ZCDC the Gov company, going the Koin route in particular , this past 2 years , since opting to cut out the middle man and low attendance local sales, for up to 10 auctions per year in Dubai (Ministry statement)

They have also become operational recently, with new facilities to do all the clean up and prep work (boils etc) in country, prior to exporting for auction.
