Shell is stil drilling according to drill watchers, and goverment wants to make an announcement tmrw 4th February, this only mean they have found big enough and results to make this announcement but with shell still yet to finish drilling and give full results,

Yep in auction MMS most likely holding on to the buys till they bring in some cheap shares from sellers till they let the buys through, my assumption, as each time it goes down it comes back up fast,
