That's not how it works CN - otherwise there would be dozens, maybe hundreds, of price sensitive announcements made throughout the day - there aren't.
Price sensitive announcements are almost always made at 7am, so prior to the market open - the theory being that gives all market participants the opportunity to digest the news prior to market activity taking place on the back of it.
The rules around insider dealing and market abuse preclude (in theory...) anyone acting on the information before it is announced but at any point in the day there is a plethora of such information developing across lots of listed companies but it is not announced until the morning. If a deal is signed at 11am you won't see an announcement before lunchtime.
