During the last presentation, BA was talking about how they plan to transport from the plant to the harbour, and he mentioned that they're not sure whether the logistics company can move enough per month and how they'll be looking into adding additional logistics companies.

Now that the off-take quantity is agreed, wouldn't they need to figure out the logistics before receiving the export permit?
