That's an easy one to answer. Nobody does (consistently) - and even if they did they'd be making so much money they wouldn't hang around here for very long. All predictions are guesswork, especially sp predictions including those derived from charts. Though I suppose chartists can claim they're usually right as the predictions are often vague or cover all possibilities in some way. It means though that they're usually wrong too.
As for shares falling on good news there are two obvious possible reasons for this. The good news wasn't quite as good as the market was expecting i.e. too much had been baked into the price. Or, overall, it wasn't really good news at all just interpreted as such, especially by the kind of rampers who see everything as good news or simply cherry pick the bits that may be positive. Of course the same applies with the sp going up on 'bad' news (just swap derampers for rampers). There are other possible reasons too (e.g. other news, including at macro level, that acts in the opposite direction).
The key thing perhaps is to only use what others say as a starting point and validate or follow it up with your own research and then form your own view - and just ignore any sp predictions (high or low) whoever they are from!
