News, it you look at the video carefully (AB's video), the blue line is a water pipe leading to a pond at the end of the excavation. If you look at the floor of the excavation, you will see it is hard, flat and level. It looks like the have been using machinery up and down. If you look at the side walls, you can see claw marks from an excavator.

All totally illegal. Three levels of exploitation are permitted: artisanal (no licence and no mechanisation); semi-mechanised (licence holder only); fully mechanised needs a production permit.
