I always believed that there would be no formal offer, as the low ball number touted was only ever going to be rejected, so the question has always been why make the noise in the first place? to me, its a great play, as the Tanz GOT are saying its on Barrick to fix but Barrick are putting the onus on GOT whilst keeping them as on side as you can. Barrick have said, this is all we will offer, as GOT and framework and environment is too risky. Therefore ALL assets in Tanz are at risk and that's effectively drawing a negative toward the GOT and to Tanz as an investment proposition. If Barrick made a fair offer, then they would be endorsing the GOT's behaviour which is why arbitration is a racing cert!! This move is backing the GOT into a corner, which has always been something they wanted to avoid by trying to force ACA through their own court. This is the real reason why ACA are blocked from a future, because they stood up to Magafuli and forced them through international arbitration. I think as arbitration unfolds Barrick will up their offer substantially as the GOT will never back down and possibly threaten seizure of the mines, which Barrick already anticipate by suggesting "we could lose everything". The longer the empasse, the more GOT will lay on human and environmental rights infringements, so I reckon Barrick will blink first. I might be pleasantly surprised, but this will take a while to sort still. Lets hope the Gold price keeps on the up at least!!
