Minister of Petroleum and Mineral Resources, His Excellency Francisco Monteiro, held a courtesy meeting with Ms. Carrie Turk, the World Bank Country Director for Indonesia and Timor-Leste. Also in attendance were Mr. Bernard Harborne, the World Bank's Country Representative for Timor-Leste, and Lars Christian Moller, Macroeconomics, Trade and Investment Manager for the East Asia and Pacific at the World Bank. The meeting served to discuss fiscal projections, carbon capture and storage (CCS), and economic opportunities related to Timor-Leste’s energy sector.

Minister Monteiro provided updates on the Greater Sunrise project, highlighting the finalization of the Greater Sunrise concept study and presenting the analysis of its economic outputs. Minister Monteiro also shared progress on the CCS initiative in Bayu-Undan, emphasizing its potential role in supporting sustainable development and aligning with global environmental protocols. Minister Monteiro noted that the International Finance Corporation (IFC) has provided valuable assistance, including support in developing legal and regulatory frameworks, assessing fiscal benefits, and evaluating regional carbon markets to ensure the project aligns with international best practices. .

Ms. Turk highlighted the importance of supply chain development, local capacity building, and logistics enhancements to maximize economic impact. She also noted the potential spillover effects of the Greater Sunrise project, including its ability to stimulate value chains and create broader economic opportunities for Timor-Leste.

Going forward, the Ministry of Petroleum and Mineral Resources is looking to coordinate closely with the World Bank on fiscal projections and fostering economic opportunities to ensure the sustainable growth of Timor-Leste.

The last time AB met the petroleum minister he was accompanied by Matt Sutcliffe of PLNG. That would be significant if repeated. I still believe the letter of intent whilst not legally binding is a step closer to hiring the rig and demonstrates trust between both parties with the contractor seemingly satisfied with material progress in drilling preparations. The rehash of the previous presentation is exactly what I needed to hear. Preparations moving forward as planned for Q2. Eddie, if I wanted to write a post to put off potential investors , I couldn’t have done a better job. It’s not like you to sound so disillusioned. I think we still move forward and the big news is getting closer.

Might be only a baby step but you can sense some optimism returning to this share. Much more required but a good start and some flesh on the bones. Should generate some buying and a much needed wake up call surrounding the exciting Chuditch campaign.

More evidence, if needed that this drill is happening and Q2 is nailed on. Without getting too carried away, finance and other matters must be within reach. The first of many milestones.

A risk free investment would be great. Contracts signed. Drill secured. Funding out of the way. Trouble is by that stage you’ve missed the boat.

Hype? You don’t see the potential to make a massive profit on a company making previously discovered gas giant? Not hype if you go with the story and believe it’s achievable. Profit taking is natural and everyone’s invited to join in.

Very positive from Sunda. Support from a proactive and determined TL government is key to the company unlocking Chuditch. Horta standing his ground on Greater Sunrise is exactly what we need. My concerns have evaporated. Timeline will always be too long for traders but that strategy will soon run out of steam.

This has been discussed in great detail on this board. The Civelli group owns Pacific LNG and are behind the proposed funding. It’s a very powerful investment group. Very strange to have heard nothing yet considering the exclusivity agreement is months old.

His Excellency Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, received Her Excellency Donna Ann Welton, United States Ambassador to Timor-Leste, for a courtesy meeting at his office in Farol.

During the meeting, Minister Monteiro briefed the Ambassador on ongoing work within the Ministry, including updates on the Greater Sunrise development. They also exchanged views on strengthening bilateral ties, particularly in petroleum and mineral resource.

Ambassador Welton acknowledged Timor-Leste’s significant progress in the energy sector and emphasized the United States’ commitment to enhancing collaboration in areas of mutual interest, including capacity building, technical expertise and other areas. Both parties agreed to maintain regular dialogue to advance shared priorities.
