Minister of Petroleum and Mineral Resources, His Excellency Francisco Monteiro, held a courtesy meeting with Ms. Carrie Turk, the World Bank Country Director for Indonesia and Timor-Leste. Also in attendance were Mr. Bernard Harborne, the World Bank's Country Representative for Timor-Leste, and Lars Christian Moller, Macroeconomics, Trade and Investment Manager for the East Asia and Pacific at the World Bank. The meeting served to discuss fiscal projections, carbon capture and storage (CCS), and economic opportunities related to Timor-Leste’s energy sector.
Minister Monteiro provided updates on the Greater Sunrise project, highlighting the finalization of the Greater Sunrise concept study and presenting the analysis of its economic outputs. Minister Monteiro also shared progress on the CCS initiative in Bayu-Undan, emphasizing its potential role in supporting sustainable development and aligning with global environmental protocols. Minister Monteiro noted that the International Finance Corporation (IFC) has provided valuable assistance, including support in developing legal and regulatory frameworks, assessing fiscal benefits, and evaluating regional carbon markets to ensure the project aligns with international best practices. .
Ms. Turk highlighted the importance of supply chain development, local capacity building, and logistics enhancements to maximize economic impact. She also noted the potential spillover effects of the Greater Sunrise project, including its ability to stimulate value chains and create broader economic opportunities for Timor-Leste.
Going forward, the Ministry of Petroleum and Mineral Resources is looking to coordinate closely with the World Bank on fiscal projections and fostering economic opportunities to ensure the sustainable growth of Timor-Leste.
