Deputy Minister of Parliamentary Affairs (VIMAP), Adérito Hugo, said that the study reflects the position of the Timor Leste state, after lengthy negotiations on Maritime Border, and how to negotiate the development of the Greater Sunrise Mine, which is not easy. The Greater Sunrise oil is not easy and the Australian Government and the Government Timor-Leste agree on the new concept of study. The main reason is for the development of Greater Sunrise to TL. The International Company British Wood has agreed with this and showed that the advantage of developing Greater Sunrise goes to Timor Leste. "Costs, security and other issues are just a few of the concerns.Timor Leste is a member of ASEAN as well as a member of CPLP and is also politically free with no enemies, only friends. Therefore, it can attract a lot of attention to oil industry activities in Timor Leste," said VIMAP Adérito Hugo to STL at the Government Palace on Wednesday (08/01/2025). He said that that investment does not only apply to direct or indirect buyers, who are involved in the Bayu Undan mineral field, which is 100% controlled by Timor Leste, but also involves a pipeline which is located in Darwin which is now a traditional partner of TL. Because the traditional partners already exist in an environment that can be better improved with a policy study that benefits the territory of TL, this can also send a message to the world, to the industries, and to other sectors. "TL deserves a huge investment in the Greater Sunrise field. If we have a large investment in TL, its value will be very high, and directly and indirectly we will attract other investors," said Adérito.

No hints from AB but we didn’t see the government MOU on Chuditch coming. It cannot be far off. Failure is out of the question. There wouldn’t be a project to talk about.

At this juncture I am of the opinion that funding of some sort with one or more parties is a near certainty. What it looks like is the question. The Petroleum ministry has commissioned a feasibility study for piping Chuditch gas to Bayu Undan which should be completed by April. The construction of LNG facilities onshore TL will take years but can begin in earnest with a Woodside agreement on Greater Sunrise once a PSC is in place.

My opinion. Plenty of risks but plenty of progress.

Meanwhile PROES consulting services have won the tender for a feasibility study for an LNG plant ($27k) located between the coasts of Timor-Leste and Australia.

Also in December 2024, a delegation from the Government of Timor-Leste visited the Reganosa LNG terminal as part of a feasibility study for an LNG plant. The study is for a plant that would exploit a gas field located between the coasts of Timor-Leste and Australia.

His Excellency Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, met with Julie Fallon, Executive Vice President of Woodside to discuss the latest developments in the Greater Sunrise project and Timor-Leste's preferred approach of processing gas domestically through a Timor-Leste LNG (TLNG) facility.

Woodside executive expressed the appreciation for the recent TLNG workshop in Sydney with TIMOR GAP, E.P., which explored joint opportunities for TLNG in Timor-Leste. Minister Monteiro emphasized that the TLNG solution aligns with Timor-Leste’s national energy strategy and vision for economic growth, highlighting positive economic models and social impact projections that underlines the benefits of this approach.

In addition to affirming the government’s commitment to this pathway, Minister Monteiro outlined Timor-Leste’s next steps, and invited Woodside and other SJV partners to join Timor-Leste in shaping a strong and sustainable LNG industry on its southern coast.

The meeting reflects the ongoing cooperation between Timor-Leste and Woodside in moving the Greater Sunrise project forward with a shared focus on economic empowerment and sustainable development for Timor-Leste’s future.

Last month, the ANP carried out a two-day field visit and held a coordination meeting in Suai from December 26-27, 2024.

On December 26, a meeting took place at Suai Airport with the ANATL team, which included Mr. Almerio de Seia, Mr. Sergio de Jesus da Costa, and representatives from Aeroporto Internacional Comandante em Chefe das Falintil Kay-Rala Xanana Gusmão (AICCFKRXG), including Mr. João Amaral and his team, along with Mr. Candido Ribelo, MPRM Covalima Director. The main agenda was to prepare Suai Airport for the upcoming Bayu-Undan activities and explore potential collaborations for joint venture helicopter operations between TIMOR GAP and Weststar Aviation, scheduled to begin on February 1, 2025, with preparatory activities planned throughout January.

On the same day, the ANP team had the privilege of meeting with the President of the Municipality Authority, Mr. Miguel Armada Cardoso, to discuss the operational readiness of Suai Airport for Bayu-Undan activities. This conversation involved coordination with ANATL, TIMOR GAP, and other stakeholders regarding infrastructure enhancements and logistics, addressing issues such as the relocation of the Holbelis community, the need for improved electricity supply and waste management, and ensuring Suai Airport complies with operational flight standards.

Following that, on December 27, the ANP team conducted a coordination meeting with Mr. Nuno Nogueira, the Director of Salele border, Mota-Masin along with the team. The meeting highlighted the significance of customs coordination for the import of goods and fuel, in anticipation of increased activities beginning in April 2025

Australia Sweetens Sunrise Deal as LNG Concept Study Complete.

The long-running dispute over how to develop the Greater Sunrise gas fields — through an EastTimor-based Australia-based facility - took a possible step forward with the latter sweetening the deal for the former. The Australian government said it plans to invest part of its share of future revenues from any Woodside Energy-operated Greater Sunrise offshore gas development in an infrastructure fund for East Timor, also known as Timor Leste. The East Timor government has long insisted that Sunrise be developed as a greenfield project on its shores to boost its local economy; however, so far, no commercial investors have been willing to back this vision.

Japan's INPEX Corporation is keen on negotiating a deal with Woodside and the Timorese to see Greater Sunrise backfill its 8.9 million ton per year Ichthys LNG facility in northern Australia.

Amazing the Wood report just doesn’t make the strong ethical case for TLNG but also estimates it’s better economically for the consortium and Australia. It does off course state feasibility comes with risks. However, difficult to see the consortium not reaching a positive agreement. Unless Woodside simply don’t want the risks.
