Dili, 22-04-2025 The National Environmental Licensing Authority (ANLA, I.P.), through the Director of the Environmental Licensing, Unit (ULA), Mr. Gilberto C. Soares, accompanied by two technicians, Mr.David de Jesus Santo and Mr. Luis Estevao C. R. Belo participated in a public consultation on the draft documents "Environmental Impaci Declaration (DIA)" and "Environmental Management Plan (PJA)" for the drilling project "Chuditch-2 Oil and Gas in the Timor Sea," presented by the company SundaGas Banda Unipessoal, Lda, which is the mining and gas company and the proponent of the referred project. The project is currently in the phase of "DIA and PJA" documents for the Environmental Licensing process by the National Petroleum Authority (ANP). The objective of this public consultation is to share information with the relevant Ministries and Academics and to receive suggestions and opinions from participants to improve the DIA and PJA documents further. DILI, 21 April 2025 (TATOLI) — The Vice Prime Minister, Minister of Social Affairs Coordination, and Minister of Rural Development and Community Housing, Mariano Assanami Sabino, representing the Government of Timor-Leste, announced a national mourning for the death of Pope Francis, which will take place during the upcoming week.

He stated that the national mourning will be discussed at the Council of Ministers tomorrow.

"Tomorrow, at the Council of Ministers, we will decree national mourning for the Catholic community, priests, and nuns to hold prayers during this week in honor of Pope Francis, and we will also lower the flag during the national mourning period," the official informed journalists

Timor Leste will understandably mourn the passing of Pope Francis. Such a devout country. Probably makes sense for the President to stay in Europe and fly to Rome for the funeral expected this weekend. I was wondering if he would cut his UK visit short. Rather selfishly hoping he does meet with Sunda Energy. The investor element of that meeting is very intriguing. Has the cat been let of the bag? Wouldn’t be the first time.

Thanks Stanford. Trying to keep the board ticking over. There are lots of informed and helpful posters on this board. A year ago, you could never find a mention of Chuditch. Now it’s coupled with Greater Sunrise regularly in TL media. This is a big leap forward.

Preparations for the meeting with Horta. The London ambassador spoke to Andy Butler and a representative from the Tata Group. Separate meetings. Possibly related to investments in TL other than oil and gas. Or, who knows? This could be a big deal for Sunda Energy. We will certainly hear something new and hopefully important. I’m very encouraged that this meeting has been singled out in the itinerary dispatch and last year a Horta get together marked a new partnership with Timor Gap.

Representatives from the Tata Group will also be present. A billion no problem.

President and Nobel Peace Laureate, J. Ramos-Horta, embarked on an official visit to the Republic of Bulgaria from April 20-23, 2025, followed by a working visit to the United Kingdom from April 23-26, 2025.

On April 23, President Ramos-Horta will depart Bulgaria for his working visit to the United Kingdom. In the UK, the President will engage in a series of high-level meetings with British officials and institutions.

On April 24, President Ramos-Horta will participate in a bilateral meeting at the Foreign, Commonwealth and Development Office, followed by discussions with the Speaker of the House of Commons, Sir Lindsay Hoyle, at the Parliament House. The President will also meet with Sunda Energy and its investors to discuss their ongoing operations of a large gas asset offshore Timor-Leste and their pipeline of gas-focused opportunities throughout Southeast Asia.

I suspect a USA/China deal will be done at some point. In the meantime TL are years away from LNG gas. Hopefully things can move quickly on building the necessary infrastructure for LNG. Horta sabre rattling might suggest Woodside are still holding up a Greater Sunrise deal. Sunda Energy definitely in pole position right now. Next 2-3 months are going to define the company and our investment for many years to come. Maybe I should say weeks with a whole bunch of important updates due.

I’d imagine this is in preparation for President Horta’s visit. The last time Boil were involved in meeting Horta, December 2024, the Embassy chose a 14th century historic church for the then signing ceremony marking the business agreement between Timor Gap and BOIL. The meeting centred around BOIL with a live FB feed. Possibly not this time. But who knows?

10TH INTERGOVERNMENTAL ENERGY BOARD MEETING MARKS MAJOR GAINS IN ENERGY GOVERNANCE FOR BARMM

DAVAO CITY—The National Government and the Bangsamoro Government reaffirmed their commitment to advancing energy development during the 10th Intergovernmental Energy Board (IEB) Meeting on April 8 in Davao City.

The meeting also reviewed Technical working group updates, including co-management procedures for Petroleum Service Contracts (PSCs). Both co-chairs affirmed that continued collaboration between the National and Bangsamoro Governments is vital to achieving energy-driven peace and development in the region.
