SINGAPORE, 9 May 2025 – The Philippine Department of Energy (DOE) reaffirmed its commitment to revitalizing the country’s petroleum sector and maximizing indigenous energy resources at the Farmout and Opportunities Forum of the 2025 Southeast Asia Petroleum Exploration (SEAPEX) Society Exploration Conference, held from 06 to 09 May 2025 in Singapore.

DOE Undersecretary Alessandro O. Sales unveiled key regulatory reforms and new investment incentives aimed at revitalizing the country’s upstream petroleum sector and maximizing the use of local natural gas. To further spur exploration, Undersecretary Sales announced a forthcoming DOE circular introducing stackable special allowances meant to incentivize exploration in high-risk or underdeveloped areas. “These incentives are designed to reward those willing to venture into new and challenging areas,”Undersecretary Sales said, emphasizing that most of the allowances can be stacked, providing an attractive fiscal environment for investors.

May 8, 2025 (TATOLI) - Production at the Bayu-Undan field off the coast of Timor-Leste continues to decline, sparking intensive discussions between the Government of Timor-Leste and the project operator, Santos, regarding the future of the facility. The Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, confirmed that discussions are underway involving the Ministry of Petroleum and Mineral Resources (MPRM), the National Petroleum Authority (ANP), Timor GAP, and Santos.

It is known that according to the Production Sharing Contract (PSC) for Bayu-Undan, it is scheduled to end on June 30, 2026, or when production ceases. However, with production continuously declining, the future of the project becomes uncertain."If the PWC market stops accepting gas, production will be forced to cease, and we must begin the decommissioning process," he explained.

(TATOLI) - The Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, informs that the international competition for the Tasi-Mane project has already been opened, and a significant number of international companies have taken the forms. " The Tasi-Mane project competition is currently underway, generating a lot of interest from international companies. Over 70 companies have taken documents for the Suai Supply Base project, and more than 35 have taken documents for the highway project," Francisco Monteiro informed Tatoli at the Government Palace in Dili. According to the website of the National Procurement Council, the public competition for the Suai Supply Base project began on April 23 and will end on July 1, 2025, while the highway project from Zumalai to Natarbora opened on April 3 and will conclude on July 8, 2025.

It is noted that from April 9 to 12, 2025, the Government conducted a dissemination campaign about the Highway Project to the affected communities. Starting from Zumalai to Natarbora, because their land, totaling 1,529 hectares, is impacted by the highway construction. Initially, the construction for the highway was planned for 176 kilometers, but after adjustments, coinciding with strategic changes for the construction of the TLNG Plant from Beasu to Natarbora, it is now set at 110 kilometers. Thirty kilometers from Suai to Kovalima have already been completed, with plans to construct an additional 70 kilometers, dividing it into three sections, each consisting of approximately 25 kilometers.

We didn’t book the rig because we have as yet not obtained an environmental permit to drill. We could be discarded in any snap sale. All pure speculation but based on good information.

Not quite clear from that statement if the Valaris 247 could still carry out operations going into second half of this year. We would need a contract right away.

Bought a few more million this morning. Expecting the usual mob to knock this rise down. The Labour Party win in Australia can only help Greater Sunrise ambitions although I doubt if this will affect our share price.

Strategic projects like Greater Sunrise, which demand long-term commitments and clear policy signals, face potential delays. This moment of pause, however, also provides an opportunity for both sides to recalibrate and reinforce their mutual commitments before the next phase of negotiations begins.

Valaris earnings call.

We have just 3 jack ups operating in benign environments with some availability in the second half of the year. Valaris 247 in Australia, 106 in Indonesia, and 110 in Qatar. While we are actively engaged in discussions to secure work for all these rigs, they could incur idle time later this year if we are unsuccessful.
