You seem to be confusing the sympathies of the wider population with those of the people in power in these countries.....

Denigrating the goverment is not the same as denigrating the entire population....

Either way the conclusion is the same.....those countries that have something to gain from the ongoing conflict did not support the communique....e.g. India is getting petrochemicals from russia on the cheap since the Ukraine war so this has been good for them.....
