I don't buy that. Why would the Russian State Committee give approval to something which is not the intended plan.

The more I think about this line, the more I believe we are closer to the end game.

If it implies that the plan submitted/approved is that of another company, then imagine the amount of detail that Company X must have put into this plan. This wouldn't be just a fag-packet outline, so if they've invested a huge amount of time and money to develop their strategy, this must be in the bag. I'm sure not all of the non-binding offers had to include how they would develop the mine, as after it's sold, it's of no interest to the current owners.

Question is, what are we therefore waiting for for this to be made public??

How are people reading this? Was a mining plan included within the DFS which was the plan of the purchaser. If so, things could be much closer than we think as that would suggest a done deal.
