Bloomberg reported today the historical gap between oil and mining companies valuations and their related commodities.
The RBC NAV needs to be priced for the current oil price$74 not the $65 its based on.
This estimate gives a 2022E free cash flow of £1.33bn @$65 oil
Well it hasnt collapsed as some predicted. Spreads are large at the moment the wider market is really quiet with low volume as we go into the sleepy summer.

Patience is required. The board has just formed and they have to come up with where they intend to allocated, dividend and debt policy. Until the large market players know the key info and the seller is gone this will languish. Some may see it as an opportunity to buy;-)

I dont know whether it has been covered, but selling was expected by the new board due to the 18% of the shares held by Premier Oils previous creditors who would not naturally hold shares. This was stated in Harbour's webcast on the 1/4/2021. This may happen by organised trades outside of the market or on the market itself.
This just provides an opportunity to buy at discounted prices.
